Both Parties must appear in-person to obtain a license. Licenses are valid anywhere in the State of California and are valid for 90 days from the date of issuance.
A Public Marriage License is a public record from which anyone can obtain the information and a copy. One witness is required besides the person solemnizing the marriage.
A Confidential License may be issued when the applicants declare under penalty of perjury that they are currently living together as spouses. It is not a public record. Information regarding the license cannot be released without a court order to anyone other than the parties to the marriage. No witnesses to the ceremony are required.
